The current situation of transportation infrastructure construction and logistics distribution services:
(1) The construction of transportation infrastructure is advancing rapidly. The transportation department actively follows the trend of reform and opening up, taking the lead in opening up the transportation market. Following the principle of "everyone walks by boat when there are rivers, and everyone walks by car when there are roads", it has effectively liberated productivity, released industry vitality, and achieved a significant transformation of transportation from "bottleneck constraints" to "basic adaptation" to the requirements of economic and social development. During the 13th Five Year Plan period, Cili County made every effort to create a transportation system with "internal and external connections", efficiently promoting the construction of transportation projects, and completed and put into use the Linglong, Yangtong, Yangxi, and Qingjiang highways. In addition, the Qianzhang Chang Railway, Changzhang Expressway, and Anci Expressway, which will be completed and opened to traffic by the end of this year, as well as the Shanghai Ci Expressway under construction and the Zhangguan Expressway, which will be built by the end of the year, are mainly composed of highways, supplemented by railways, and supported by highways The provincial trunk line serves as the backbone, connecting rural areas and radiating the entire county, forming a transportation network that connects both inside and outside the province. At present, there are a total of 263 kilometers of national roads, 426 kilometers of provincial roads, 390 kilometers of county roads, 1004 kilometers of township roads, and 2138 kilometers of village roads in the entire county. Natural villages are connected to cement roads (with 25 households and over 100 people) for 985 kilometers, achieving 100% rural access to cement roads. Natural villages are fully covered by "group roads", and the total length of roads in the county is 5206 kilometers; Three second level passenger stations, two third level passenger stations, 26 rural fifth level passenger stations, and 552 rural reception stations have been built; 172 operational lines have been opened, with 322 rural passenger transport vehicles, achieving 100% access to passenger trains and appointment response trains in 427 established villages, moving towards the goal of "building, managing, protecting, and operating well".
(2) The flow of urban and rural transportation services is superior. The county has formed 47 logistics enterprises led by Jincheng Logistics, with 357 operating vehicles and 1578 employees, including 19 freight transport enterprises, 115 operating vehicles, and 15 express delivery enterprises. There are 30 postal and freight logistics outlets for supplying and selling agricultural materials, agricultural machinery, and postal services, with a coverage rate of 100% in towns and townships, 100% in express delivery enterprises, and over 80% in logistics at the village level. A modern comprehensive transportation system that is interconnected, pleasing to people, and optimizing the flow of goods is being formed, providing a solid transportation service guarantee for the comprehensive construction of a moderately prosperous society and rural revitalization. (3) Insufficient synergy in logistics integration and development. In recent years, departments such as transportation, agriculture and rural areas, development and reform, supply and marketing, commerce, and postal services in Cili County have successively introduced or jointly introduced multiple incentive measures to promote healthy and orderly development of rural revitalization. Multiple industries, departments, and directions have each made efforts to promote rural revitalization, playing a certain positive role. However, due to the single utilization of resources and insufficient joint efforts, a situation of coordinated and integrated development has not been formed. In the current environment where the rural revitalization strategy is advancing in depth, there is an urgent need to build a diversified and resource-sharing social public service platform, integrate multiple resources, promote deep cooperation among all parties in terms of resources, functions, and roles, work together to serve the rural revitalization strategy, and achieve the goal of "industrial prosperity, ecological livability, rural civilization, effective governance, and affluent life".
